never!!!
Near the finish line, or crossing a shortcut in 4th-6th. Thats my Opinion, but in general, its almost never a good time in a standard race such as Luigi Circuit.

I agree with teh n00blet.
Yeah, clouds are awesome, they are the best item in the game! The best time to get them is on the last lap, second to last set of item boxes. If not passed on, you will be shrunk at a critical time in the race, leaving it too late to catch up, hence you get last or some other lowly position. Pure genius, especially made for Whore, the Queen of getting raped and getting last place, muahahahahaha. Thank-you clouds, you make my day.

Oh yeah, another good place to get clouds is a little before one of the DK Cannons, that way they go away and you catch up.

I say NOT in 1st place! I got a cloud in 1st place and that was so useless! But the best place to get the cloud is at:
1. DK Jungle Parkway when you are close to the bridge.
2. Mario Circuit, from N64, at the 3rd lap to race in the grass and to get advantage.
Also I discovered a glitch with the cloud, iuts with the parkway cannon.

At the end when your like in 3rd,you can get 1st

At the last item box before the finish line on lap 3, when the race just started and everybody's around you >:D, anywhere before the last DK Cannons, or when your around 8th place and you know your going to get a star. :p
Near the finish line on the last lap and just run for ur life and try to avoid everyone.

Clouds are the most unfair item, but I guess we all have to live with them :| I think I speak for all of us when I say, I wish the cloud was never put into Mario Kart Wii...
Right after the tunnel in Koopa Cape in lap 3 being 3rd or 4th, you can go through the water adn get first xD

I think the best place to get a TC is near the end of the last lap of Luigi Circuit, so you could do the shortcut. ʘ‿ʘ
On the very last lap on the last item box so you can possibly make higher ranking! =D
One time, I was in 5th when I got the cloud, and made it up to 2nd!
